The four teams of community volunteers conducted rigorous evaluation of program applications and were consistently impressed by the dedication of program staff and the positive community impact of all of the programs. Regrettably, available resources fall short of meeting the identified community needs and nearly all of the proposals were funded below the amount requested.  Some proposals were stronger than others and the volunteers' comments identified both strengths and opportunities for improvement, and competitive rankings of programs were a critical factor in funding deliberations.
